HIGHLIGHTS

i)

In a speech made to the central work conference in late September but not published until 22 October, Jiang Zemin addressed the problem of under-performing state enterprises.

He said that adherence to Marxism must be combined with a flexible approach. He called for more help for "backbone enterprises" and echoed a passage in Li Peng's earlier speech to the same conference acknowledging that several years would be needed to deal with the problem. Later, in Guangzhou, Li Peng took a tough line, indicating that some enterprises might be

closed while others would have to stop production, switch to new lines or be merged (paras 1-4).

A People's Daily article by the veteran ideologist Deng Liqun conveyed а more orthodox approach, warning against the encroachment of western influence and "right-wing opportunism" in the international communist movement (para 11).

The Peking media welcomed the agreement on the repatriation of Vietnamese non-refugees (para 19).
