Visit to London

I refer to your earlier teleconversation with Mr KC Kwong, Deputy Commissioner (London), regarding your visit to London in April as Chairman (designate), Public Service Commission. You asked that arrangements be made for you to meet the UK Civil Service Commission, to discuss policies and procedures.

As we had had no previous contact with the UK Civil Service Commission, we sought the assistance of FCO. FCO has now advised that starting next week, the Commission will be divided into two: a Recruitment and Assessment Services Agency, and an Office of the Civil Service Commissioners. The Agency will recruit staff on behalf of Government departments according to the client department's specifications, and levy a charge for the service. The Office is the advisory body on such matters and it also monitors recruitment. arrangements can be made for you to meet both Mr Mike Geddes (the Head of the Agency), and Mr John Holroyd (the Head of the Office), FCO thinks perhaps you only need to meet Mr Holroyd. Before proceeding further, FCO wants to have some idea of what you wish to discuss, and whether you consider a meeting with Mr Mike Geddes useful.
