VISIT OF HONG KONG CHAIRMAN (DESIGNATE) OF PUBLIC SERVICE COMMISSION IN HONG KONG
1. As you know, the Chairman (designate) of the Public Service Commission (PSC) in Hong Kong, Mr Augustine Kam Chui, CBE, will be visiting the UK in April. He asked for meetings with both Mr Holroyd and Mr Geddes in order to discuss policies and procedures in the public service. He will be available for meetings 19-30 April.

PSC in Hong kong is responsible for a wide range of subjects affecting the civil service, including recruitment policy, training programme management of grades, promotions, postings and the filling of special vacancies. In recent years the trend has been for the PSC to take on more of the responsibility of Hong Kong's Civil Service Branch in these matters, and the PSC now deals more directly with other Government departments.

Although the PSC is satsified that its system is operating well, it would like to benefit from the experience of other public service commissions. Mr Chui is therefore also hoping to visit comparable bodies in South East Asian countries and hopes to gain an insight into current changes and developments.
4. I would be very grateful if you could arrange for Mr Chui to meet Mr Holroyd and Mr Geddes. I can supply a CV for Mr Chui nearer the time.
