CALL ON LORD CAITHNESS BY MR JOHN ELLIOTT, 19 SEPTEMBER 1991

Mr Elliott will be calling on Lord Caithness at 10.45 on

19 September.

Mr Elliott's new role as Public Affairs Adviser in the

Hong Kong Government. I also attach a copy of Mr Elliott's valedictory article for the Financial Times.

It is clear from Mr Elliott's job description that he will have a strong orientation to presenting Hong Kong as a business centre. This is right given his background. will be important for him to keep his eye also on the need

to build up cooperation and understanding between Hong Kong

and China, and in particular not to ruffle Chinese feathers unnecessarily by publicity for Hong Kong which looks like

"internationalisation" of Hong Kong's political future.
