Problem
1. Whether the Secretary of State should meet Sir D Ford
during his visit to London.
Recommendation
2.
I recommend that the Secretary of State agree to see
Sir D Ford briefly for a private talk. I understand that the Secretary of State will be in London on both dates, although the diary is very full.
Background and Argument

He
As Chief Secretary, Sir D Ford has the pivotal role
under the Governor in leading the Hong Kong Government
(HKG). He acts when the Governor is away from Hong Kong and has gathered to himself key areas of HKG activity. chairs the Committee which coordinates the Airport project,
and will be closely concerned with the development of new relationships between HKG and LegCo and between HKG and
China.
There is no operational requirement for a meeting, but if the Secretary of State would like to discuss Hong Kong
