SIR DAVID FORD'S CALL ON THE SECRETARY OF STATE: 4 OCTOBER
1. I submit a checklist of points which the Secretary of State might wish to cover with Sir David Ford, together with some background focussing on the airport issue and HMOCS issues, which may be prominent in Sir D Ford's mind.
2. I suggest that this meeting might be an opportunity to discuss in particular the looming constitutional issues such as the management of the new LegCo and of Martin Lee. Sir D Ford was also a former Director of Information Services in Hong Kong, and might therefore have ideas on how to work towards more balanced reporting of Hong Kong in the British
press.
