2. It will be interesting to hear Mrs Chan's views on
progress on the airport project. Her Branch co-ordinates work on PADS. This is also an opportunity to lobby for British commercial interests, but as Mrs Chan may be unsure how to react to this we should make clear the basis on which we do so: we are not asking her to tilt the playing field.
3. More generally the meeting is part of our policy of increasing contacts with top Hong Kong civil servants giving them face and encouraging them to feel more
