1. Your telegram 102 of 22 June suggested a renewed effort to get good candidates to the UK under this scheme. My letter of 19 November explained the delay in our response. We duly received the Governor's comments on our list, and that which I now enclose includes all or most of his suggestions as well as our own. Some of those proposed already know the UK well but I suggest that with a carefully targeted and tailor-made programme, it would still be useful for them to be able to see what the UK is doing, and what we can offer Hong Kong. Others are picked as rising stars who we hope will become political leaders and administrators. The journalists represent a mix of those. who are established opinion formers and those whose talents we judge will take them to the top.

2. The list provides us with a pool from which we should be able to mount a programme of Cat I and II visits over the next few years, but clearly it will need to be reviewed on a regular basis, particularly in the light of the elections this year. Our objective is to provide four Cat I and six Cat II visitors per annum over the next few years; more if resources permit.
