CAT II VISITS 1991: MACAU

JORGE RANGEL

1.

We would like to propose Jorge Rangel, President of the Macau Foundation for a Category II visit in May 1991.

2. Mr Rangel is a former Under Secretary of Culture and Tourism and a current member of the Governor's Advisory Council. It is likely that he will become a nominated member of the Legislative Assembly in the next elections (due soon). We consider him a valuable contact on many issues in Macau. The Macau Foundation is the now government owned body which administers the Macau based East Asia University. It plays a crucial role in the transition period up to 1999 (when Macau like Hong Kong - becomes a Special Administrative Region of China) by training Chinese in public administration and law and also police graduates.

We obviously need to have detailed discussions with Mr Rangel, but we believe he would essentially wish to visit leading research centres interested in Asia Oxford, SOAS. Also institutes covering political and public administration Chatham House Ditchley.

If you agree to this proposal we will formally invite Mr Rangel and discuss an outline programme with him. Any suggestions from your end that we could put to him would be gratefully
