We need to decide soon on HKD's candidates for the 1991/92 sponsored visits programme.
2. Mr Heap has, after much difficulty, produced a comprehensive list of names (his letter of 29 January). It is unsatisfactory, for the reasons given in Mr Burns's letter of 11 February. Mr Heap has provided us with a fuller explanation of the thinking behind the list, but I am still not convinced that it is right.
3. In the meantime, time presses on. I hope we can now work up our own recommendations, based on Mr Heap's ideas, and put these to Information Department as soon as possible. I suggest the following procedures:

obtain from Information Department an indication of the timescale for submitting proposals for this year's sponsored visits cycle;

Information Department should also advise on the size of the HKD "quota";
Section Heads and Mr Cox should be consulted on candidates and asked to comment on Mr Heap's list;
- from this process should emerge a refined and consolidated list which we might then consider at a Departmental meeting before reporting our conclusions to Hong Kong and putting the proposals to Information Department.
