It is two years since the quotas for sponsored visitors have been reviewed. Following the merger of Information Department's Visits Section with the Overseas Visitors Division of the COI, suggested new quotas for each country covered by your department are attached.
There has been a significant cut in Information Department's budget for next year, so that world-wide the quotas have been slightly cut back. However, we have retained some flexibility to accept additional proposals when political developments or specific objectives justify them.
The figures have largely been based on the usage of previous quotas plus current political and information objectives. Both figures include accompanying officials, whom we hope can be kept to the minimum. A blank indicates that we expect to see few visits from that country but that proposals will be considered on their merits.
I should be most grateful if you would let me know within the next few days whether there are any quotas you wish to query. The annual circular inviting posts to submit their proposals for the next financial year will be issued shortly and the quotas will be despatched beforehand.
