The Minister will want to offer Mr Arculli a listening

ear and also to take the opportunity of putting over one or

two key points on the Court of Final Appeal and the recent

Legco debate. (Mr Arculli voted for the Simon to motion)

4. Mr Arculli previously called on the Minister last

October. On that occasion his main concerns were: the

increase in cross-border crime, Vietnamese migrants, the airport and the LegCo elections. He gave a pretty accurate estimate, incidentally, of the number of seats the

United Democrats were likely to win. In the past, Mr

Arculli has also taken a keen interest in nationality issues

(Rule 58 and the position of non-British wives of expatriates) and the Bill of Rights.
