of continuing to look after refugees by returning people who are not refugees.

Q. In other words if Vietnam is prepared to accept the bottom line of excepting

the return of non refugees, which I presume must be the bottom line, if

accept

they except that principle presumably that post will buy equally in the

whole area.

A. That's right we don't have to reach a global or a South East Asia agreement before we can start with our own particular problems, which is the biggest within the region. If we can find a way forward then it would be helpful

to everybody else.

A. I can't totally explain it because it's quite difficult for us to understand.

For us it is so obvious that if you are going to look after people who are genuine refugees you've got to find some wey of dealing with those who

P are not otherwise the whole thing breaks down, whole CBA breaks down. There are of course the hang-ups. left over from the Vietnamese war we hope that that's now a matter of history, there has been a much more successful fairly recent wer in which the Americans were enormously successful, so some of the hangups from history one hopes are passing into the history books and don't affect modern politics.

Q.So the old fear that the Americans might actually do it indeed as they did last time and stall the whole process, those fears are now reduced?
