I have no doube at all that over the next six years we will meet many
many problems, many of them we probably can't foresee, some we can foresee.
We've got to work out a way with a new Legislative Council, how do we all
work together? How do we make sure that a new Legislative Council with
people who are directly elected, people who are elected from the functional
constituencies, people who are appointed, all of those people work together
as well as possible, and the administration works with them. There is a
learning process for all of us, for the administration and for the members
of the Legislative Council. Those are the issues that one can foresee and
which we are already trying to tackle. I have no doubt at all that as time
gocs on there will be a lot of unexpected issues come out but I do think
that one shouldn't simply look for where the problems are going to come
one should also look at what are the positive things which are happening,
which will help Hong Kong go through this last six years before 1997.
