At this stage I'm not clear exactly when all these arrangements will be

in place.

A. Well its not just sudden postponement but I may put it like this, there

has been a lot of sudden speculation about what was going to be happening, there has been a lot of speculation about precise dates and that was speculation, and we on our side want to sign the arrangements as soon as we can. My latest understanding is that discussions are going on in Hanoi between the British Ambassador and the Vietnamese Government. But at this stage it is not quite clear when we will manage to sign things.

I haven't seen all those particular pieces I just repeat the point that from our point of view we want to try to get arrangements in place as soon as we can and the discussions are still going on, some of the things probably still have to be worked out but in broad terms there is very large measure of agreement now between us and the Vietnamese,

A. I can't answer that question without having a detailed account of what discussions are going on today in Hanoi, I think there are discussions going on today in Hanoi. I think there are discussions going on between the British Ambassador and the Vietnamese. Precisely what things they have been talking

about today I am going to need a report.
