MR MICHAEL BELL
Mr Michael Bell is Deputy Under Secretary of State (Finance) in
the Ministry of Defence.
He studied philosophy and ancient
Mr Bell was born in 1941. history at Oxford University and then spent a year as a Research Associate at the Institute for Strategic Studies, London.
joined the Ministry of Defence in 1965.
His appointments
He
included Assistant Private Secretary to the Secretary of State (1968-69) and Private Secretary to the Permanent Under Secretary (1973-75). Between 1977 and 1979, he spent two years on
secondment to the Treasury.
His posts have mainly been concerned with programme planning and resource allocation, and more recently with organisation
questions and efficiency work.
As Director General of Management
Audit he led a team charged with planning and implementing a major reorganisation of the Ministry of Defence in 1984.
Between 1986 and 1988 he served as Assistant Secretary General
for Defence Planning and Policy at NATO.
He is married with one son and one daughter.
