Lord Caithness explained to the Secretary of State his doubts about the wisdom of calling back HMA Peking for the Prime Minister's meeting on Hong Kong on 25 June. The Secretary of State had some sympathy for Lord Caithness' concerns. I therefore spoke to Mr Wall at No 10. He explained that Sir Percy Cradock's view, which had been accepted by the Prime Minister, was very strongly in favour of calling back HMA Peking. I had a further word with your Minister this morning and the Secretary of State spoke to him as well; they agreed that Lord Caithness might have a word with Sir Percy Cradock but that, unless he changed Sir Percy's mind, we would need to call back the Ambassador.
