HONG KONG : VISIT TO LONDON BY GOVERNOR, JUNE 1991

The Governor raised with me the question of whether he should continue to plan on returning to London for consultations in June. He said that he had found his last visit rather unsatisfactory, in that both the Secretary of State and Lord Caithness had not been focussed effectively on Hong Kong issues. He wondered whether, with the Secretary of State having just been to Hong Kong and with Lord Caithness about to come out again for the Heads of Mission Conference, it made sense for him to take on a trip to London in the midst of what he knew would continue to be a very busy crisis-ridden period.
2. I said I would see what Ministerial plans were (have we secured firm slots for the Governor with Ministers?). I was not sure whether Mr Major and Mr Hurd would expect quite the same regular contact as their predecessors, unless there were really specific issues to be resolved. I also said I would have a better feel for this question after the Secretary of State's brainstorming meetings.
We must try to get a lead for this on Thursday and let the Governor have a preliminary reply. Given the way things seem to be moving, I rather think that contact would be
