VISIT OF THE GOVERNÓR TO LONDON: 21-27 JUNE

The forthcoming visit of the Governor will be a particularly important one. There are a number of crucial issues to discuss. We should therefore begin our planning for this visit at an early stage.

I attach for ease of reference Hong Kong telno 1664 to which we have not yet replied. We shall need to identify carefully what subjects should be handled when and try to structure all meetings (with agendas and notes of points for decisions). We shall need to find out what issues Lord Caithness intends to discuss and decide how best to make use of his meetings with the Governor and the meeting which the Secretary of State will be having.

I would like to send an interim reply to the Governor before my departure for Hong Kong; and in my absence I suggest that you liaise very closely with Mr Cox over the other points set out in this minute.
