1. At your meeting with the Governor tomorrow (1100-1215),

I assume that the Governor will wish to focus on Ministerial pre-occupations in preparation for his meetings with the Secretary of State and Lord Caithness on 11 March. I

therefore attach the draft checklist of points to make and

key background papers for these meetings. (I propose to suggest that the Secretary of State focuses on items A-E.)

I will submit the final version of the brief at lunchtime

tomorrow.

In addition to the points covered in the draft brief for

Ministers, you may also wish to raise:

(i) The itinerary for the Secretary of State's visit

(ii)

to China and Hong Kong (assuming he goes to

China);

Tactics for JLG XVIII (UKREP JLG telno 49); and
