They are seeking assurances on how much will remain in 1997 and on their being fully consulted on important matters connected with the project.
- The Hong Kong Government have gone a long way to meet these concerns and are now up against real constraints of what it would be prudent to agree.
We have put forward proposals which should meet these concerns, including setting aside a sum which would remain
in the reserves in 1997. But equally important to us that HKg should be able to get ahead with building airport in an effective practical manner and to carry out our
responsibility for the continued effective administration of
Hong Kong.
In China's interest that Hong Kong Government are able to maintain continued effective authority up to 1997.

promote better understanding of Hong Kong in Peking.
- Could emphasise to the Chinese the importance of
maintaining confidence. They do not always appreciate the real link between political developments and willingness eg of Singapore businessmen to invest.
