7. Unlike any other Summit Declaration/Communiqué of which I am aware, there is no formal prenegotiation of the drafts, which appear in the Committees of the Whole on the authority of the Secretariat notionally reflecting discussion by

Heads of Government in the Plenary, but in reality mechanically recycling old topics in response to lobbying from individual countries. In some areas (eg environment) it may however be worth considering an effort at informal prenegotiation, either to sell a British text to the Secretariat, or to produce a formulation known to be acceptable in advance to other interested Delegations. not in general recommend this approach, which requires much effort, exposes our hand, and may well not succeed. It also tends to cut across the overall objective of a short final text. But if you wish to pursue it, please let me have as soon as possible by separate minute recommended language your objectives and proposed lobbying tactics.
