COUNTRY BRIEFS

Experience has shown that it is also necessary to have a full set of short briefs covering the 46 participants (Annex II), including those for whom a full bilateral is scheduled. These must provide the Prime Minister and/or the Secretary of State with enough to support a 20-30 minute informal bilateral (see my submission of 29 August on the Prime Minister's bilaterals) or other "special attention". They may therefore unavoidably overlap with the briefs at 2 and 3 above. They should be prepared in the form described at Annex III, and should contain, as a separate page, tiret-style points covering both bilateral and, where appropriate, conference issues. Please send these briefs in draft to ERD and CCD for clearance and inclusion of conference points by close of play 23 September. deadline for final submission to CCD is 30 September. The overall length should not be more than 4 sides of A4 and shorter if possible. Limited annexes are permissible. CCD will submit them in folders with the relevant LPRs.

As trailed in Mr Powles' minute to Assistants of 4 April, we also require up to date LPRS, with, wherever possible, photographs of all Heads of Delegation, other Ministers, Permanent Secretary equivalents and High Commissioners in London. Please send these to CCD in the format set out in Annex IV with the respective country briefs.
6. All enquiries about this minute should go in the first instance to Peter Fluck (270 3782, Room E317A), and all papers should be sent to the CHOGM Documentation Unit (Room E317A). Formatted discs are attached for those FCO departments which can use them and should be returned with the final versions to facilitate any last minute amendments. Please ask desk officers to give particular care to proof reading, and to avoid over-classification.
