COMMONWEALTH HEADS OF GOVERNMENT MEETING, HARARE 16-22 OCTOBER 1991: CALL FOR BRIEFING ON CHOGM ISSUES
PURPOSE
1.
The Prime Minister, Secretary of State and the British Delegation require briefing on the issues likely to arise during the Heads of Government Meeting. Separate minutes set out bilateral briefing requirements and commission briefing for the Communique and Review Declaration
negotiations. The draft agenda is attached, with the Secretary-General's letter of 6 September containing his "annotations".
FORMAT
2. As in 1989, an extended Private Secretary letter will be supplemented by subject briefs. Only those briefs covering issues with which the Prime Minister and the Secretary of State will have to deal personally will automatically go to them. A further range of subject briefs, on topics which may need attention at Ministerial level, or covering aspects of agenda items in greater detail, will be held in the Delegation. These will be submitted, as necessary, to Ministers in Harare and used in negotiation by senior officials. The Review of the Commonwealth (Agenda Item 4), will be covered by the briefing prepared for the High Level Appraisal Group on 15 October.
BRIEFING LETTER
3.
The Private Secretary letter will set out our overall objectives, tactics and substantive interests in the meeting. (There is no separate steering brief). Annexed to it will be texts for the Prime Minister's formal statements. He has been invited to give an 8-minute public speech at the Opening Ceremony, and a 5 minute introduction to the session on International Economic and Development Issues. CCD will draft the Private Secretary letter, but will need to seek
