OUR OBJECTIVES
(If raised) To emphasise our confidence in the continued prosperity and stability of Hong Kong and to brief colleagues on the successful outcome of negotiations with China on the Hong Kong Airport, and the consequent improved working relationship with China;
To encourage colleagues to maintain support for the continuing success of Hong Kong as an international trading
and financial centre.

To explain as necessary that we prefer to handle Hong Kong in low key at this year's meeting, to minimise the risk that the Chinese will interpret discussion at CHOGM as an attempt to "internationalise" Hong Kong. Hence we prefer no
reference in a short CHOGM Communique.
OUR ARGUMENTS
Essential for Hong Kong's future success that we maintain dialogue and co-operation with China, including at high
level.
Prime Minister's visit to Peking success all round:
helped put relations back on track. He was able to raise important issues such as P5 and human rights.

Very pleased with the successful conclusion to airport negotiations. Agreement was well received both in Hong Kong and internationally. Gave a boost to confidence, and
