In my letter of 14 June 1991 I outlined some thoughts on the principal issues for discussion at your Harare Meeting against the background of the agreed Commonwealth programme and of developments in the international community. Judging from your replies and from the personal discussions which I have had with some of you there is general agreement on the range of subjects indicated in that letter, with the strongly held corollary that the Meeting should specially focus on the recommendations of the High-Level Appraisal of the future role of the Commonwealth in the 1990s and Beyond. The opening general debate on the world political and economic scene will thus serve as a backdrop for your discussions on the future role of the Commonwealth. Thereafter there will as usual be time for considering current and future programmes of Commonwealth co-operation. This proposed pattern of discussions is reflected in the attached draft Agenda and list of supporting documentation.
As you will note, apart from my customary biennial Report, there will be a single composite Memorandum covering the specific issues of Commonwealth functional co-operation requiring consideration by Heads of Government as outlined in the attached draft Agenda. This will be supplemented by specific reports from Standing Committees such as the Committee of Foreign Ministers on Southern Africa (CFMSA) and reports mandated by you and various ministerial meetings. In addition, there will be Memoranda from the Commonwealth Foundation and the Commonwealth of Learning, apart from any papers submitted by particular governments.
