Commonwealth Finance Ministers and Senior Finance Officials Meeting.
Kuala Lumpur, Malaysia (8-10 October 1991)
You will recall that at the last Finance Ministers Meeting, in Trinidad and Tobago, it was decided to accept the invitation of the Government of Malaysia to hold the meetings of Finance Ministers and Senior Finance Officials in Kuala Lumpur this year.
As you know, the World Bank/IMF annual meetings in 1991 will be held from Tuesday, 15 October to Thursday, 17 October, in Bangkok, Thailand. We understand that the customary meetings of the G10 and G24 Ministers and the Interim and Development Committees will be held on the preceding three days, from Saturday, 12 October to Monday, 14 October. It is therefore proposed that the Finance Ministers Meeting should take place on Wednesday, 9 October and Thursday, 10 October 1991. This would enable Ministers and Senior Officials to travel to Bangkok on Friday, 11 October.
As in previous years, the meeting of Senior Finance Officials is being planned for the afternoon of Tuesday, 8 October and that of the Board of Representatives of the Commonwealth Fund for Technical Co-operation for the morning of the same day. A separate letter about this latter meeting will be sent to you in due course.
It would be helpful if suggestions from Governments about topics that may be of particular interest for discussions at the Ministerial and Official levels could be sent to the Secretariat by 31 May, with an indication as to whether governments plan to provide background papers. You will recall that the agenda has traditionally been set out under two broad headings, so as to accommodate conveniently topics of particular interest to individual governments. The items are: "Current World Economic Situation, including IMF and World Bank Issues" and "Commonwealth Functional Co-operation".
On the basis of your replies we shall write to governments in June sugggesting subjects on which the Ministers might wish to focus, as well as proposed agendas for the Senior Finance Officials and Ministerial meetings and a provisional list of documents. If the need arises, a meeting of High Commission Representatives will be arranged in June
