ECONOMIC SUMMIT: BILATERAL BETWEEN PRIME MINISTER AND THE

CANADIAN PRIME MINISTER

1.

The Canadian High Commission told me this afternoon that

Mr Mulroney may (may) raise the idea of encouraging links

between Hong Kong and the Commonwealth in order to promote

Hong Kong's autonomy.

2.

Mr Mulroney, who paid a visit to Hong Kong recently, is

full of good ideas, most of which are unworkable, about how

to promote Hong Kong's autonomy. This one falls into the

unworkable category.

3. Nevertheless, we should be careful not to discourage

Canadian interest in Hong Kong, which is genuine and well

intentioned. The line in the attached piece of paper for

No 10 is drafted with this consideration in mind.
