ANNEX D

CONFIDENTIAL

CHOGM COMMUNIQUE: DRAFT ALTERNATIVE REGIONAL ISSUES SECTION

(EXCLUDING SOUTH AFRICA)

Heads of Government noted with satisfaction the progress which had been made since their last meeting towards resolving many of the regional conflicts and tensions which they have considered over the years. They paid particular tribute to the role played by the Secretary-General of the United Nations and his representatives in this process, and acknowledged the opportunities created by the continuing improvement in super-power relationships.

They welcomed the positive developments, which directly affect

the interests of Commonwealth member states, concerning Belize,

Cambodia and Afghanistan, and called on those both inside and

outside the Commonwealth in a position to contribute, to work for

peaceful negotiated solutions to these problems and to the other problems identified in their previous communiqués. They reviewed the situation in other regions, including the Middle East, the Gulf,

the Caribbean, the South Pacific and the Indian Ocean, and reiterated their support for efforts to establish peace stability and prosperity in those regions. They expressed their firm support for the mission of good offices of the UN Secretary-General to assist in achieving a comprehensive just and lasting settlement of

the Cyprus problem at an early date, and recalled their previous statements on this problem. [Sri Lanka]
