1. You asked what we could try to extract from these talks and what issues you might raise in the margin.

We see no essential Hong Kong objectives for these talks. However, Australian interest in Hong Kong is fairly high and I think it likely that your interlocutors would welcome a short briefing on the current situation. could give you the opportunity to stress that the wider international community, including Australia, has an interest in working together to preserve Hong Kong's stability and prosperity, eg by demonstrating its confidence in Hong Kong's future and in the Joint Declaration and by encouraging closer economic links and investment.
3. In addition, there are a few topics which you might raise, such as Hong Kong's participation in APEC, a possible Hong Kong/Australia extradition treaty (Australia is high on Hong Kong's list of possible signatories), and Australian immigration policy in so far as it affects Hong Kong.
