VISIT TO AUSTRALIA AND NEW ZEALAND BY LORD CAITHNESS:
24 FEBRUARY

BRIEF NO
: HONG KONG AND CHINA
18 MAR 1991
Points to Make
Relations with China over Hong Kong
Relations with China over Hong Kong have been through a
difficult period. Signs that we are now returning to a more constructive relationship. Attach importance to dialogue
with senior Chinese leaders to ensure smooth transition and
safeguard Hong Kong's future.
Mr Maude's visit to China last July and Chinese Vice Foreign Minister Tian Zengpei's return visit in November helped in establishing better working relations over Hong
Kong. Britain also played an important role in the
relaxation of the EC measures in Luxembourg in October.
-
Hope to continue to improve relations. But have made clear to Chinese that in return we expect more productive
cooperation over Hong Kong.
PADS
-
In particular we hope we can resolve differences over PADS in private. Have stressed to Chinese the damage done by
public rows.
- New international airport essential it Hong Kong is to retain its position as an international trade and
financial centre. Everyone agrees about this, including
Chinese.
