The Governor of Hong Kong saw Mr Hawke during a useful visit
to Australia 9-15 May, just before the airport talks in Peking. The Prime Minister may wish to discuss briefly the
outcome of the airport talks.
He could say:

We and the Chinese remain unable to agree a basis on
which the airport can go ahead and still differ over the
extent of Chinese involvement in Hong Kong affairs pre-1997. But we consider it essential to maintain a dialogue with China to resolve these problems. A breakdown in cooperation
would be very bad for Hong Kong.
The Prime Minister might also refer to the importance of
Hong Kong's success for the international community, especially for regional powers like Australia, and thank the Australian Government for their supportive attitude over confidence in Hong Kong and for their helpful line on immigration. (Although there is no specific right of abode
scheme for Hong Kong people, certain key categories can keep open resident status in Australia whilst maintaining their
home in Hong Kong).
