GULF CRISIS: BURDEN SHARING: HONG KONG

1.

I attach two telegrams from Hong Kong conveying the welcome news that the Hong Kong Government are likely to contribute Hong Kong $230 million (about £15 million) to HMG for Gulf costs with no conditions attached, though the hope will probably be expressed that some of the money can be used for humanitarian purposes.

2.

The contribution will have to be approved by the Finance Committee of the Legislative Council. A proposal is to be put to the Finance Committee on 8 February. It is essential that nothing be said publicly about a Hong Kong contribution before that date. With that caveat I am content for you to report to Mr Mellor's Committee that the Hong Kong Government are likely to contribute.

3. I should be grateful if you could provide as much information as possible in response to Hong Kong telno 391 (which seeks details of other contributions towards the allied Gulf effort), clearing your telegram with Mr Paul
