considered that the real issue was whether it was right for HK to make a contribution, solicited or unsolicited, and was in support of an unconditional contribution, agreeing by-and-large with the points made in the proposal. As regards open-endedness, it was for the Finance Committee to consider each and every proposal made to it funds.

Dr. Henrietta Ip was in support of the amended proposal, especially for funds towards medical aid.

Mr. Chan Ying-lun supported the proposal, noting that

that international obligation was involved, and he did not consider the price was too high.

Mr. Peter Poon advised that he favoured a contribution towards medical and humanitarian expenses alone, but วก balance he would support the amended proposal.

Mr. Cheng Hon-kwan fully agreed with the proposal, considering that HK could not survive without the help and cooperation of the international community. It was vital to retain such friendship and show support with the proposed initiative.

Mr. Chung Pui-lam supported the contribution to show support for the UN resolution as HK was part of the world community.

Mr. Ho Sai-chu considered that the Middle East problem was very complex and he had reservations on the proposal. He could not agree that HK's trading partners be placated with a contribution for the Gulf war. If he was asked to help the people suffering as a result of the war that would be a different matter.

Hui Yin-fat advised that reluctantly he would support a nominal sum which should not exceed $20 inillion. The war expenditure was huge, but $230 million Was not a small sum for HK which had an acute shortage of various social welfare facilities. He feared a formal request for a large sum, and the resulting terrorist interest in HK which was already of concern to the population.
