Objectives

1.

To explore informally with the Governor whether Hong Kong might make a contribution to the Gulf war effort.

Points to Make (with the Governor)

HMG has launched a burdensharing initiative to seek financial help from countries not directly participating in the Gulf war. We would like to include Hong Kong in this. We have a figure of £10 - 15 million in mind.

Recall we discussed this in September. Fully appreciate

the local sensitivities. Know your views and those of ExCo.

However, following outbreak of hostilities, circumstances

are now very different. Believe that a contribution from

Hong Kong would be appropriate. Indeed, in Hong Kong's

wider interests to be seen to be participating in international effort.

Your views on whether, and if so in what terms, HMG should make a formal request to Hong Kong.

(If necessary) Might consider alternatives: for example

HMG has established a Gulf Trust Fund to receive

contributions to assist service families affected by bereavements or in other ways by the Gulf crisis.
