CONTRIBUTIONS FROM TAIWAN?
1. I should have recorded earlier that, in response to your minute of 25 January, I spoke to Sir Philip Goodhart MP on 28 January. I said that if his "friend from Taipei" (Dr Raymond Tai of the Free Chinese Centre, as he confirmed) was minded to offer a contribution to our Gulf costs, a Mr Iremonger in the MOD (whose telephone number I gave him) could offer advice on the correct channels. It might be that any funds should be channelled through the GCC. We would not want Dr Dai to make political capital out of this.
2. Sir P Goodhart agreed. He was grateful and said he would pass on the information to Dr Dai. I have heard nothing since. Meanwhile we have seen a press report from Taipei suggesting that the government there is not thinking of any financial offer, unless the "people of Taiwan" express the wish to make a contribution; which they are allegedly not minded to at present.
