In general, unless ministerial visits can be arranged

(or are already planned), the best approach to each country would be a ministerial message. In the case of Brunei and

Oman, any message would certainly need to be at prime ministerial level to have the necessary impact. On the

other hand, other countries considered might be better approached by messages at Foreign Minister level.
