1. Shigeoki Togo called on me last week before leaving to take
up
his appointment as the Bank of Japan's first Chief Representative in Asia and Oceania, based in Hong Kong. The Bank of Japan have had a representative in Hong Kong at least since the early 1960s, but his responsibilities have not, hitherto, extended beyond Hong Kong and he has reported to the International Department in Tokyo. Togo will have equal status with the Chief Representatives in London and New York and the wider responsibility indicated by his title. The staff of the Bank of Japan's office in Hong Kong will, at the same time, be increased by one, partly reflecting the fact that Togo expects to spend a good deal of his time travelling in Asia. Togo himself is a man of experience and standing, having served in both the Bank of Japan's New York and London offices in London as Deputy Representative.
2. The new appointment, according to Togo, reflects a feeling on the part of Governor Mieno that, in building up its relations in recent years in the United States and in Europe, the Bank of Japan has neglected Asia. Mieno also feels a need to be better informed on, and better equipped to talk about, developments in the Asian region when they come as they are increasingly likely to do, in meetings like Basle. A further development in the same general context is the arrangement of a meeting of Asian Central Banks in Tokyo on 22 February. Eight countries have been invited to attend the Asean Five, Korea, New Zealand and Australia - with representation at Executive Director level.
