REFERRALS OF APPOINTMENTS TO THE SECRETARY OF STATE ETC
1. The Secretary of State's letter to the Governor delegating approval of appointments under Colonial Regulation 19 should shortly be reaching you. The posts for approval are those recommended in your telno 2922 of October 1990 with the addition of High Court Judges, as agreed. The letter also refers to new arrangements for approval in disciplinary cases and the removal of the need for the Secretary of State's approval under CR92 (retirement on medical grounds).

In addition to this, the Secretary of State has also agreed to the following administrative changes:

i) Appointment of the Chairman of the Public Service Commission (Ms Tse's letter to Mr Holroyd of 5 December 1989 refers): this need no longer be referred to the Secretary of State for approval
ii) Transfers to the Permanent Establishment: these need not now be referred for approval. This decision takes account of your assurance that, regardless of how many officers you may appoint to the permanent establishment, the. maximum number who may then apply for membership of HMOCS is limited to 345.
iii) Pensions Ordinance CAP 89: With the exception of items (A) and (B) of the checklist to your telno 4036 of December 1989, these matters no longer require the Secretary of State's approval
