Mr. Alan Paul, we have now received the authorisation of the Governor to delegate his powers of appointment to officers within and outside the Government Secretariat. We shall gazette the Governor's authorisation on 27 September 1991; a copy of the gazette notice is attached at Annex I for your reference.

We intend to remove references to the Secretary of State from Civil Service Regulations 103 on "Authorities for approving substantive appointments", 332 (1) "Conditions on which premature retirement may be approved" 366(3) on "Approving authority for invaliding", and 367(3) on "Procedures for invaliding". The prevailing regulations and the amendments in draft are at Annex II. As you will notice, the proposed amendments to CSR 103 reflect the delegations approved by the Governor. In line with our intention to remove references to the Secretary of State from CSRs, we prefer not to mention the requirement of seeking the approval of the Secretary of State for appointments and promotions to the posts listed in the Secretary of State's letter dated 3 June 1991 to the Governor.
