established in 1950 as an independent statutory body. chairman and members are appointed by the Governor, the four serving members being selected from the business and professional sectors. The Commission seeks to ensure that those who apply to join the civil service and divil servants eligible for promotion are carefully and impartially considered, so that both the public interest/and the interests of the individual candidates are fully

safeguarded. The Commission also advises on training and discipline matters.

5. Appointments to the most senior 32,000 civil service posts are referred individually to the Commission for advice. Although heads of department are authorised to make appointments to other posts, the Commission is always consulted on changes in procedures and can itself initiate

proposals on possible changes at any time. The Judicial Service and the disciplined ranks of the Royal Hong Kong Police Force are not subject to the/ advice of the

Commission.

1. The head of the Judiciary is/ the Chief Justice. He is assisted in the discharge of his administrative duties by the Registrar Deputy Registrars of the Supreme Court exercise civil jurisdiction in the Supreme Court.

The Chief Justice, the Justices of Appeal and the Judges of the High Court are appointed by Letters Patent issued under the Public Seal by the Governor on instructions from the Queen, conveyed through the Secretary of State for Foreign and Commonwealth Affairs. District judges are appointed by the Governor, by instrument under the Public Seal, and magistrates by the Governor by warrant.
