Staff representatives from five service-wide civil service unions (i.e. the Hong Kong Chinese Civil Servants Association, Senior
Non-expatriate Officers Association, Hong Kong Civil Servants General Union,
Government
Employees Association and Federation of Civil Service Unions) met with LU Ping on 12.3.91 and raised a number of issues including pension safeguards, civil servants' participation in politics, collective bargaining and staff morale.
The Home Financing Scheme maintained its popularity among staff during March. Up to 14.3.91, 4,042 initial applications have been submitted. This represents a 4%
increase over the whole of February.
