A recent report has again highlighted Chinese suspicions of LegCo and our attempts, as they see it, to give it greater legislative powers in the run-up to 1997. Before he leaves

for China Lord Caithness would like to see a piece of paper that clearly sets out what LegCo's powers currently are and what they will be under the Joint Declaration and Basic Law after 1997. I should be grateful if you could set this in hand.
