To create a new post at any time of the year at the

equivalent of DS5 or above requires specific LegCo approval.

9. LegCo is entitled to make standing rules and orders for the regulation of their own proceedings (RI XXIII).

10. The Standing Orders of LegCo (which are drawn up by

LegCo and thus alterable) provide for questions and debates

to be on "any public matter for which the Government is

responsible."

Existing Standing Orders already provide for

3 Standing Committees (Finance, Public Accounts, Members' interests).

11.

The Governor may at any time dissolve LegCo

(RI XXVII A).

12. LegCo has of course no power to remove the Governor

(Compare BL 73(9).
