MR ALISTAIR LANG'S CALL ON MR RICKETTS, 29 NOVEMBER

1. Mr Lang of the London OMELCO office came to tell us

about his recent visit to Hong Kong and how LegCo and OMELCO

are coming to terms with life following the September

elections. He spoke about Standing Committees; the CFA

debate; and the present disarray of LegCo as it tries to

sort out new, more efficient, working methods.

Mr Lang

himself is very involved in all this. His sympathies are in many ways with the United Democrats (eg in wanting to see a

strong, independent LegCo), but he understands Hong Kong and

has long experience of working with all the people involved.

Mr Lang made the following points:

the Standing Committee idea had come from his earlier

paper on LegCo. Originally Martin Lee and Allen Lee had agreed on the idea, but when Chinese opposition blew up

Allen Lee had shifted ground.

- He described OMELCO as "typically Chinese", meaning that

it worked on a network of personal loyalties rather than

according to formal structures.

- He did not think OMELCO had a long-term future once LegCo

had established itself properly.
