The issue was discussed at the In-house meeting of Members of the Legislative Council held on 1 November 1991 and Members felt that in order to avoid an incident similar to that of the JLG's agreement on the Court of Final Appeal, they should be consulted on matters discussed by the Joint Liaison Group which require the approval of the Legislative Council to amend existing legislation or to allocate of funds.

While I appreciate the proceedings of the Joint Liaison Group are confidential information for the two Governmente under the Joint Declaration, I do hope the Administration could find a way to consulting LegCo Members without violating the Sino-British agreement and affecting the relationship between the British and Chinese Governments.
