The provision is clear as daylight, 'which even middle school students will understand. Is it really true that Legco members, who are so well-educated, do not understand it. Or are they just pretending not to understand it because they have other motives? If so, this will be another strange event under Victoria Peak. It is strange because people who claim to represent public opinion actually play with public opinion, iusulting the intelligence of the people and twisting their views. These gallant colonels must have powerful backing.

HK þeople are not so foolish and ignorant as to be manoeuvred by other people. We can see from this case that certain veterst appointed members and their colleagues in the radical liberal camp are taking a very similar stand and have synchronised their moves.Just look! On October 14, they departed for Britain together "to fight for changes to . the agreement". Listen, the United Democrats (UDHK) councillors said, "one should not ignore the role of Legco on the issue"; appointed members said: "Legco is a law-making body", "it would study the Sino-British agreement”. UDHK councillors said: "the establishment of the CFA must have the support of the current Legco"; appointed members said: "the relevant law must have the endorsement of Legco members"; UDUK councillors threatened: ́a constitutional crisis may arise any time"; appointed members said: "the Government is obliged to reopen talks with the Chinese side. This is enough! Their statements remind one of a saying in the Book of Changes: those who seek the same goals speak the same language.

We can also see that certain Government officials have played a racher inglorious part in the incident. Under the pretext of explaining, the agreement to councillors, they are in fact inciting and encouraging them to make trouble. By telling them why "the-Government could not but give way", they have directed public criticisms against the Chinese side. CS Sir David Ford said on October 26, "the Government does not rule out the possibility of asking the Chinese side to increase the flexibility of appointing expatriate judges to the CFA.". This comment on 'overturning the agreement was made at a time when the lak on the agreement had yet to dry. It is not clear whether this remark by the senior HK Government official represents the views of che British authorities, coo.

In a cartoon series, whenever the three robots become one in a trinity, they must be out on an important mission. Now, sealor Government officials, the pro-establishment faction and radicals have joined forces in a similar "trinity". What are they up to? Let us look at what commentaries in the press say: If the agreement is overturned, and the HK Government and China reopen negotiations on the subject, "thea Legco will succeed in its bid to shrug off its advisory body

status and the opportunity could be taken to turn Legco into a power
