It struck me as the authentic Chinese view of the CFA

In particular it contains a very clear statement of the Chinese misconception about LegCo (see the final paragraph). It is not clear where the alleged quotation that "EXCO and LegCo will be under the Governor, while the Governor will be subject to the instructions of the British Government" comes from. But this is a classic statement of their continuing (? deliberate) misunderstanding of LegCo and our powers in relation to it.
