The Minister has already commented that he remains unhappy with Hong Kong telno 1744.

1.

2. Hong Kong have now telephoned to say that they need our comments overnight on this telegram in order to prepare a paper for ExCo. We had been expecting them to telegraph again before they took further steps (para 5 of Hong Kong telno 1744 implies this).

3. Unless the Governor can come up with better arguments, I think that we must tell Hong Kong that we would prefer them not to go to ExCo. I elaborate our case in the attached

telegram.
