We have not made this issue any easier to handle in Hong Kong. I have wondered whether the HKG have thought hard enough about ways of bringing key members of LEGCO to accept the wisdom of the POO amendments before we tackle the Chinese: and I have alluded to the thought. But, on the whole, I favour letting the HKG proceed now as proposed.
